hi every body
i will have to do some routine tests regarding surge arrestor rated 33KV
i would like to have a refrence and types of tests regarding that

33 kV voltage is high enough that megger (5kV DC) test will not give you complete results for condition of insulation. DOBLE test is what you need. It applyes AC 10kV voltage across the arrestor and measures capacitance, dissipation factor, leakage current. This is if you have time and equipment ready for test, and want to test it properly. If you don't than I guess megger is better then nothing. Refer to NETA standard book in that case.
