Section 1605.4 IBC 06 indicates components and elements must be design to eqn 16-22 & 16-23 for both ASD and strength design. Em in both the equations above is derived from section 12.4.3 of ASCE 7.  Section 12.4.3 has separate basic combinations for both the ASD and Strength design. For ASD, Section 12.4.3 has 3 basic combinations w/overstrength factor. The Strength Design has 2 basic combinations w/overstrength factor which is similar to eqn 16-22 & 16-23 of IBC.

My confusion is that IBC 06 references Strength design and ASCE 7 clearly separates both ASD and Strength Design. Do I have to use both the IBC 06 (eqn 16-22 & 16-23) and ASCE 7 ASD basic combinations together in my design (5 total combinations)? Any thoughts on this subject is greatly appreciated.
