If u were to cool hydraulic oil using chilled water via a shell and tube heat exchanger. is there a real downside to pump the oil in the tubes and the water around them?
cause i feel like pumping water inside the tubes is better than pumping oil, propably even more cost-effective maybe...can someone confirm or refute this?

Your feeling is correct. Although it is somewhat dependant on the oil flow and water flow, in most cases it is more cost effective to have the water on the tubeside and the oil on the shell side. The other benefit is that the water side would be more prone to fouling and corrossion so having the water on the tubeside allows access for cleaning and plugging of tubes.
