Does anyone know where I can research the EPA's Hydrologic Simulation Program - Fortran (HSPF) stormwater model?  This model is becoming the standard in Seattle & Western Washington.  Local agencies have put their own computer interface on the model, so it is difficult to determine the actual methodology of the model, or whether the results we are getting are reliable.

If anyone in the local community has information as to the local parameters used in King County's KCRTS program or DOE's WWHM program, that would be appreciated as well.

A couple of years ago, I took a course (I think it was through UW's PEPL program for engineers) which provided a detailed overview and some hands-on time with the software, including a simplified design for a stormwater facility.  The instructor for the course was from Northwest Hydraulic Consultants in Seattle.  AQUA TERRA, who is building the "black box" adaptation of HSPF for the Dept. of Ecology, also was involved in preparing the User's Manual for the USGS back in '97.  You might also look at www.water.usgs.gov/software/hspf.html
