I'm using SW 2007 and am attempting to place a weld callout in a drawing. I don't have the weld modeled and it would be pretty tedious to do  so.
 
The problem is, the tail on this thing is huge(long). I've tried many different ways to make it smaller, including messing with the fonts, but the tail always stays the same size.

I had the same problem in SW 2006 over a year ago and i'm sure that I just worked around it somehow. (we aren't often required to call out welds).

Am I missing something?
Any help would be greatly appreciated.

If I understand correctly, it should be very straightforward to change the size of the arrow on the weld callout:

At the top menu 'Tools' -> 'Options' -> 'Document Properties Tab' -> 'Arrows'

Then reduce the dimensions of the arrow in the left box.

Note: This will also change all of the arrows for the dimensions on the drawing, not sure if this is a problem.

Re-reading your post, I think you're referring to the opposite end of the callout.

I don't have any suggestions for that side, sorry.

Yes, I am speaking about the "tail", not the arrow itself.
I have changed the size of the arrow and it has no effect on the size of the tail. I'm also using ANSI by the way.

No matter what I have tried, the tail does not change size.
This includes checking and unchecking the "fixed size weld symbols" button.

I'm hoping someone can offer that kind of advice where I slap myself on the foreheand and go "DUUUUH!".
