Where can I find a procedure for adequately cleaning a carbon steel steam line upstream of a turbine driving a 30 MW generator?

Some contractors will not steam blow these days but prefer to air blow the steam pipework. Never been convinced air blowing is as effective as steam blowing.

You can find a lot of information if you GOOGLE search under the term "steam blow" (make sure that you use quotes)
There have been several papers published about the best methods and types of steam blows....air has also been used as a cleaning media. Of course, the "steam blow" becomes more complex if the turbine has a reheat cycle and has different pressure levels. GE has published papers on steam and compressed air "blows".

Unfortunately, the requirements for a "steam blow" always occurs at a crucial time (late) in the plant's comissioning schedule. There is a lot of pressure to complete this crucial boiler cleaning at a time when many MBAs are upset and tired..... expect a lot of anxiety
You may want to consider a contracted service for this part of the plant comissioning.
