Does anybody know of anywhere in ASME B31.3 that states hardness testing and impacts are required for procedures.

Refer to Chapter III 323.2.2 and 323.3 and Chapter IV 328.2.1(d)for impacts testing. Hardness test requirements are for production welds per 331.1.7. Many Owners/Engineers will specify hardness testing for procedure qualification to meet the Table 331.1.1 requiremnts.

Thanks Stanweld . So does that mean  I have to do impact and hardness tests on cunifer 70/30.

More than likely no impact testing will be required. See Table 323.2.2 A-6 and B-6. Impact testing is not required at design temperature > or = to -325 F.
