I have to develop WPS and PQR for the welding of materials such as 1015/1026, 316L, Inc 825 to API 5CT grade materials.
Can anyone help me start this process?
In particular I have the following questions:
Is it fair to describe a WPS as, say, '1015/1026 to API 5CT P110'? (I.e. surely a range of materials can be described as meeting P110, but their chem. comp. might require different filler metal, or the inclusion of PWHT?)
What factors determine the choice of filler material?
What factors determine the choice of shielding gas?
What factors determine the need for PWHT?

I carefully reviewed your OP and offer the following advice;
you need to obtain the services of a competent welding engineer or materials engineer that has experience in welding.
The easiest way to go about this is to locate a Metallurgical Engineering Services laboratory or organization that offers failure analysis & engineering services near your location. Most competent organizations have staff personnel that can guide you in the development of welding procedures, optimum filler metal selection, etc.
I would like to help you but this would require too much forum time.
