What kind of spline has that kind of form diameter?
Looks strange.  I would expect something in the
2.65 range.  That even looks large for a major dia.

the print just says


INT. Involute Spline Data.
We have edmed these before but a little bigger.  The customer for some reason can't get a .dxf of the tooth profile.  We have a gear software but nothing for drawing a spline like this.

Treat it like an internal gear except use .50/Dp for the
addendum and .5625/Dp for the dedendum.  If you can
draw an external gear simply reverse the above addendum
and dedendums and enter the tooth space instead of the tooth thickness.

I could supply you with the DXF you require but it appears that the information you've supplied is incorrect.
 As dimjim suggests, the form dia is way too large as is the major diam. I thought that maybe, seeing as how it's 20 deg PA, that perhaps they were using a full depth 8DP profile but even this falls well short of the diameters quoted.
 For this to work out right I'd also need either the tooth space width & tolerance or the dimension between a given set of pins and also if you require either flat or fillet root.

Only 0.003" rad possible beyond given form dia, drawn with 0.19935"CSW. With mate equall to .006" B/Lash.?? Any additional data?

I apologise, the data you posted is correct. From the data you sent me below; It is a full depth gear tooth form with a -0.50 addendum correction. I'll email you the dxf.

Here is another graphic showing the int form diam. As you can see the tip of the standard mating part will just fit without non involute contact.
