DNV-RP-F105 spec questions

DNV-RP-F105 spec questions

(OP)
At work we are using this spec DNV-RP-F105 and we are doing the static analysis (section 6.5). I am the intern so I have very little experience with this. So I have a couple questions

Can anybody explain to me the sign convention that is being used?
How can the internal pressure be negative?
And what exactly is meant by the effective axial force?
Thanks for any help you can give
