We would like to make a number of connections to Carbon Steel pipelines with 316 stn stl tube. Is there an issue with the increase of corrosion due to galvanic/dielectric properties?
If so does an Inconel weld between CS and 316stn stl reduce this problem?
If so does an Inconel weld between CS and 316stn stl reduce this problem?

In general using a high alloy weld filler will minimize attack of the welds, but the CS right next to the weld will still be attacked. You will probably need to coat the CS back a good ways from the connections. This may apply to both the inside and outside.

In my opinion the alternative are:
-insulating spool of plastic material
-use of a piping spool lined internally
if you are going to coat the inside of the two pipes i'll suggest to apply the lining on the SS, cause it will be the cathodic area of the galvanic cell.
If you apply the lining on the CS and there is a defect on the lining then you will have a little anodic area vs a very big cathodic area, SS not lined, and the exposed CS will corrode very fast.
