what is the correct expression

The limitation should be based on the annular plate width being limited to 3.5% of the tank diameter.  Check which of the two cases corresponds to that.  Being off by a factor of 100 should give you more weight than the total tank contents.

Compare it to AWWA D100-05 which gives wL<=201.1HDG. (Eq 13-37 metric)
This shows that wL <=196HDG is the correct one in API650.
