Some few years ago, the company I worked for constructed a road in a marshy area.  As I recall, bales of hay (grass) were placed on the "road area", then some sort of fabric that would pass water was laid down on top of the hay, then the caliche was placed on top of that and the graders did their thing.  Heavy dump trucks traversed that road many times and it held up.

What was this fabric?

Probably a non-woven geotextile fabric,  Similar to a filter fabric, (Mirafi 140N, AMOCO 4547 or similar) but probably thicker. I usually start with the Mirafi 180N, AMOCO 2002 or similar go from there. There are many thicknesses available and I wouldn't venture a guess.

It's a geo-membrane used to add stability to soils, it helps to improve the slope stability. It's some sort of reinforced earth.
