Mezzanine standards? Toe kick, Railings etc...

I'm designing a mezzanine and I'm not sure what kind of safety is required.  Does any one know if the 'toe kick' on the has to be a certain height (ie 4inch?) and how high the guard rails have to be as well if guard rails have to be a minimum pitch apart?  Any help would be appreciated.
ps. this would be in an industrial environment...

Thanks,
