For water towers, is there a particular industry specification, code, or standard by which one could either design a water tower, or verify its condition regarding tolerances (i.e. plumbness)?

RE: Water Tower Design Criteria

The structural design of Elevated Water Tanks, along with some Ground Storage Tanks, is a publication put out by the American Water Works Association.  The latest revision is 2005.  Historically, the code is only updated in approximately 10 year intervals, so most are slow to adapt to the new codes.  The specific title to look for is the AWWA D100-05, Welded Carbon Steel Tanks for Water Storage.
