I would like to know why LSIG interrupts are used from MCC to loads (low-med voltage) but not on incoming lines.  Thank you!

Unless the 480V Switchgear is a long way away IMHO MCC Incoming line breakers are a waste of money.  In the event that the switchgear is a long way away then the MCC incoming line breaker is simply a means of disconnect not a form of protection.  The Switchgear breakers are your protection devices.
