HR 2067 - Interesting Bill in House of Representatives

HR 2067, the Good Samaritan Protection for Construction, Architectural, and Engineering Volunteers Act, has been introduced in the Congressional House of Representatives with six sponsors.
The bill would provide the subject entities with qualified immunity from liability for negligence when providing services or equipment on a volunteer basis in response to a declared emergency or disaster. At first blush it appears that the proposed legislation would confer a higher degree of immunity than the currently existing California statute. Perhaps most importantly, the bill makes it clear that immunity is intended to be applied across the US.

Good spotting. I think the ideas is not to get wrapped up with red tape when you are trying to help someone out of the ditch. A check on risk assessment, and personal safety would still have to be taken into consideration.
