If a 30 year old facility was built to B31.3 and built to the version current at that time can expansions/additions now be made that comply to the current version of B31.3 or are interconnection parts required to be built to the version of the Code to which the facility was originally constructed?

The "Owner" needs to specify what Codes they want their plant built to.

Normally it would be the Codes in effect (today) when the work is done.

There are 2 choices in this case, you have the option of using the code in effect at the time of construction or the current code, nothing in-between.  Pennpiper is correct, the owner's call.
