I inherited an input deck that has this step after the first step of applying bolt pre-load. Unfortunately I am not sure I understand its purpose. fyi , node 90001 is a pre-tension node.

 Step 2: Substitute bolt load with resultant length change

*BOUNDARY, FIXED
 900001, 1,
*CLOAD,OP=NEW
*END STEP

I belived that you have applied Cload to node 900001 in step 1.

what this step, it hold the node 900001 in a fix position and take away the loading on the driving node 900001.

The analysis assumed that the blot will not move after the per-stress.

I see, but isnt that over-constraining the model? How will the model deform globally if that node is fixed? Isn't it like adding a restraint at that node?
