The inventor has challenged me to consider the type of design he has put together here.  I believe the pump design to be patented, and I have seen some of his other designs, but I can't narrow it down - neither have other engineers I have posted this to.

They set up this handpump to test as a prototype. Try and remember that the whole thing is plastic, and designed to compete with the cheapest handpumps on the face of the earth. Make sure you look at Part III - that's the one that blew me away.  I know that they opened up the tolerances to ensure long wear characteristics, but even with this the non-priming to 12 feet of water seems to be a pretty good vacuum.

I would have said positive displacement, except for the water leaking back through the pump.  It may be that the water is running back through the tolerances around the crank (after all it is a cheap plastic handpump).  Take a look at the four videos.

With the little you have told us, from the look of it, this is a simple gear pump, possibly with rubber gears. This would be cheap to produce and be quite effective down to 10mts or so, depending on the thickness of the housing and the stiffness of the rubber gears.
As has been said, check the US/UK patents offices.
