I have been told (by a safety expert) that the top manway on a tank can be converted to a fire relief vent through the use of a set of special clips that replace the bolts and hold the lid down but give way under pressure.

Does anyone know of a supplier of the clips?

I don't know about the clips but Protectoseal and Shand & Jurs both make man-way emergency vent valves.  

Just installing clips on the existing man-way cover may not give you the capacity you need at the tank's design pressure.  If you think of a hinged manway cover, the pressure in the tank has to 'lift' it enough to at least get the capacity you want out through it.  Now, the clip vendor may have the information for you to take a look at it, I'm just not familar with any names to give you.
