When providing Roof Top ventilation equipment in Canada, what takes presedence, CSA or cUL-705?

I have an electrician refusing to commision a CSA rated fan due to the abscence of a cUL-705 sticker. Is the CSA enough?

First time I've heard of that- normally the CSA sticker is the sticking point- I've had many occasions where equipment shows up with a UL sticker (not even ULC) and no CSA sticker, and THAT caused an issue.  However, I've known of many pieces of equipment requiring a power connection that had a CSA sticker and not necessarily a ULC sticker that DIDN'T cause any problem (typically packaged HVAC equipment).  The local "authority having jurisdiction" would be the ruling party- if the local Electrical Inspector is the one enforcing this, then you'll probably have to deal with him.
