Does anybody have tables or a link to tables that show the recommended upstream/downstream straight run pipe diameters for each type of flowmeter ?
(I was referenced API 14.3 part 2 but, don't have it)

you'll need to buy them.  There are condensed version available in the GPSA data book and some othe publications.

Vendors will have the recommend upstream/downstream diameters required.

Other considerations include flow conditioners, accuracy required (you can give up upstream/downstream if you can live with lower accuracty).

The reason to use flow conditioners (or straightening vanes) is to shorten the tube lenght. The standards for flow conditioneers are performance based.  If a vendor is going to supply a flow conditioneer, they are required by the standard to provide documentation that their produc performs per the standard (in terms of swirl and flow profile).  

My motto on measurement is: There is no such thing as a custody transfer meter, just put in the correct meter, do not argue about accuracy, if you don't care about accuracy, just tap a 90 bend and read the DP and calibrate the reading to some other measurement in the system.
