For the Safe Shutdown Earthquake we are required to allow  deformation but maintain pressure containment. B31.3 does not cover this and ASME III Div 1,appears to not consider piping with a D/t ratio greater than 50. I can't believe this has not been addressed before therefore could someone give advise as to allowables that could be used and or any other code that may be considered applicable.
