Fitz overshoot waterwheel with gear drive instead of belts

(OP)
I have a 13ft overshoot Fitz waterwheel rated at 21HP. Planning a 15HP induction motor "slip" type generator. Question- I want to use a gear drive to go from the 8-10rpm of the fitz wheel to eventually get to a little less than 1800rpm. Any suggestions on what type gear drive? Someone has recommmended a 25to1 then take it the rest of the way with some v-belts. Can any gear drive be used to up-speed?

thanks,
waterwheel
