ACI 318-05 Appendix D allows the use of J or L hooked bolts and D.5.3.5 covers the equation used to calculate the pullout strength in tension.

Is there a value for Abrg that can be used in D.5.4.1 for the side-face blowout strength of a J or L bolt?

If so, how is it calculated?

Look at the title of D.5.4.  It is intended for headed anchors.

Hooking the rods is a poor way to anchor it.
Also, please note that AISC recommends NOT using hooked anchor rods subject to tension because they are subject to the rod straightening and pulling out without breaking out the concrete failure cone.  I can't imagine that a rod, that is not necessarily an anchor rod, that is subject to tension would be any different.
