 "View/All Annotations" is this setting stored as a local user setting or stored in the part files?

Easy to check;

Save a file with the option on (or off).
Close the file.
Turn the option off (or on).
Open the file.

In my experience, it seems to be a per file setting.  It works out nice because I want to show planes and sketches in my parts, but in my 'master assembly,' showing planes and sketches nearly kills my computer.
