Several safety valves can share a header, meaning that part of the "discharge line" of a safety valve is used by other valves.  Is my understanding that the criteria to design headers is to consider simultaneous discharge of the valves that are believed could discharge at the same time, and not the sum of all the individual discharges.  Am I right?

If the above is true, and by analogy, would it be possible to use the header to depressurize a vessel, having under control  the pressure of other vessels connected to the header to assure that their valves at not going to discharge (Because there might be not enough capacity left in the header)?  Could this procedure be extended to the flaring capacity of the plant (meaning that there might not be enough flaring capacity for all the load)?

If you mean that psv and blowdown valves on the same vessel could open at the same time then i would say no.
