I was going to suggest moving this to forum 404 (mechanical engineering other topics)

Then I remembered I'd seen a thread on this topic not too long ago.  I did a keyword search on "settlement" and up came thread404-180091: allowable settlement for tank with big diameter.

This is a Civil Engineering issue and I doubt you will find any "real" help here in a Mechanical Engineering forum.  I suggest you phone contact or hire a civil/structural engineer to address this issue for you.  I work with a few and I know this is their expertise.

I hate to have to think about why you have to deal with settlement issue for a pressure vessel.  This can't be good.
