I have a 39 feet long O.W.S.J,  24 inch deep, panel point 3'-0" apart. From one end, upto 15 feet, I need to reduce the depth of joist by 12". What shoul I do?

You likely can't... You may have difficulty spanning 39' with a solid 12" dp steel beam... Can you put a support at mid span

Without more information, the only thing you can do likely is to support it from adjacent joists and reinforce them.  12" is way too shallow for 40' span.

Agree with dik.

Can you install a 12" beam on either side of the joist and then support the joist from the beams? Make sure that you take a close look at deflections.
