What type of effect does an oven that operates at 650 deg F for approx 12 hours a day have on a carbon steel stair in the oven?

Based on your information, I would say that the only problem is surface discoloration from oxidation.

It will oxidize the surface.

If the stair is for humans to walk on, then presumbly the metal temperature during use will be much lower than 650 °F.  In this case, there shouldn't be any problems.  Carbon steels can have maximum operating temperatures over 750 °F based on strength, or even up to 900 °F based on oxidation.

One additional note, depending on the thickness of the stair and supports, you might also see warpage if the heat is not uniform over time.

If you have any concerns related to oxidation (loss of material), I would have them clean the surface and measure the thickness of the plate used for the stair. Also, I would make sure that the welds or attachments that support the stair are not cracked (from warpage) to assure the stair remains safe to step on when the furnace is cool.
