I'd argue that most in the UK are native speakers
On face value it could therefore mean no early or late delieveries, just on time, it doesn't emphasize one more than the other. However, in most cases people are more concerned about early than late, though sometimes it needs to be on time.

Perhaps the customer has very gently reminded to deiver on time without any slips.( A past experience may be at the back of his mind while incorporating the phrase)

Funnily enough though in my current business the customers seem as, if not more concerned, about early delivery. I think this to do with billing though.
We supply measurement tools to the semiconductor industry and they run from the hundreds of thousand to well over a million. Getting them early, and hence getting the bill earlier than planned, isn't popular!

one company I worked for certainly upset their clients by an uncharacteristic early delivery; as just one item in a project, early delivery meant (a) paying for it well before the scheduled date and (b) finding storage for it.
Curiously, manufacturers seem to adopt, as a KPI, the actual delivery compared to the acknowledged delivery date.
This is a nonsense since the acknowledged delivery date is the date agreed by manufacturing after they have received the order.
It makes happier reading in the boardroom that comparing acknowledged or actual delivery dates against the date shown in the quotation but a better measure would be to compare the clients requested delivery date against the achieved delivery date.
As you suggest, an early delvery is not always welcomed.
