TcE v9 global, transfer ownership incomplete

TcE v9 global, transfer ownership incomplete

TcE v9 global, transfer ownership incomplete

(OP)
We are having a problem with transferring the ownership of files from one global site to another. We recently went to TcE v9.1.2.4 from TcE v8. For both we were/are using global, only have two sites and are on NX v1. After the upgrade to TcE v9, there have been times when a file that is to have the ownership transferred from site "A" to site "B" results in only part of the line item ownerships completing the transfer.

Here are the results after the transfer shows that it was successful;
In site "A" (origin), everything shows that the transfer was successful.
In site "B" (destination) however, only the Item, Item Master and the PSE show as being owned by site "B". All the Item Revisions and their line items remain in site "A".

These results do not happen on every site ownership transfer, so we are at a bit of a loss.
An Export Recovery utility has been tried, without success.

Any ideas out there?
