Is there any guidelines for using epoxy-grouted rebar in CMU retaining walls.  Specifically, grouting the vertical reinforcing into the footing.

Hilti gives shear and tension bar's capcities based on the embedment length.  You need to calculate your actual shear and pullout based on ACI.

I don't believe appendix D in ACI 318 applies to adhesive or grouted bars.  See the scope.  I don't have the code in front of me at the moment, but I raised this issue some time ago regarding PROFIS.

You should be able to use the values right out of the Hilti or Powers manuals.
