Is there a way to link the "summary information" from a part (file/properties) to the design table? Basically I want my BOM to list information that is in my design table.

Go to Help > SolidWorks Help Files > Index and type summary as the keyword. Follow all links.

There's not a whole load of information, but should be enough to get you going.

I think you are talking about the basic feature of inserting a BOM table.  

When you insert a BOM, the default settings will draw on the design table items to create descriptions, and count quantities.  If you move items on the design table, they move on your bom (if you have "automatic BOM update" turnned on in the document properties).  

When you balloon the items out, the item number will automatically be tied to your BOM table.
