Is it possible to display the value of a part attribute in the assembly navigator?

Yes, since at least NX2 (and probably before that).

Right click in the assembly navigator and choose the option to configure columns (verbage and location may differ between versions but it should be there somewhere). Make sure the attributes that you want are checked (custom part attributes have a special 'tag' icon next to them, so you may have to scroll to the bottom of the list to see them). Now any parts that have a value for that attribute will show up in the assembly navigator.

Unfortunately those attributes are not really what you might think they are.  They are ACTAULLY 'Object' attributes that have been assigned to the Components in the assembly.  Granted, those attributes represent 'Part' attributes, but those are back in the 'master' part of that Component.  If you add 'Part' attributes to the file that the Parts List is being created in, you will NOT see those attributes.
