"HIGH VELOCITY HURRICANE ZONE. This zone consists
of Broward and Dade counties."
It is what used to be the South florida Building Code incorporated into the state code and applies only to those counties listed. Note also that the FBC specifies the wind speeds to be used for each county in 1620.2.

So the definition is irrelevant of wind speed, it depends if the county you are designing your project adopted this portion of the code. As far as I am aware, only Broward and Miami-Dade have adopted its use.
As a side note, per my discussion with the building official in Miami-Dade, you do not mix provisions. Either you design for the 'regular' FBC sections or the HVHZ sections, you do not use parts from each.
