I have a copy of the 2003 IBC and can't seem to find what NDS specification is used.  I am interested in the shear values for wood.

If I remember correctly, the basic shear values for 2001 NDS are about twice those of the 1997 NDS.

Question is, does the IBC reference the 2001 or 2005 NDS or the 1997 NDS as the UBC references?

The 2003 IBC references the 2001 NDS w/ supplement.  See Chapter 35 - Reference Standards under the AF&PA section (on page 580 of IBC).
