Is there a way to reorder part instances so they are in numerical order? Currently I am in a catproduct where I added (2) additional instances of an existing catproduct and they were place at the end of the tree.

No. You have to do it manually.

Numerical, no.  But you can reorder them in the chronological order of their creation.

Mouse Button 3 click on the geometrical set with your geometry.  go down to "geometrical set.x object", (or whatever you geo set is named .object) and select "auto sort".

It's not perfect, but it's a start.

I believe we were taking about Part Instances.
What you have described is reordering features of an open body.
