I was asked to design 6 m x 3.m box culvert with a overburden of 11.0m earthfill. How to calculate Seismic coefficients  using BS standards.

I haven't studied all the BS, but here in the USA we don't design culverts for seismic loads.  Moreover, if the underground structure isn't of some importance (say like a tunnel, or major water distribution or other utility) we don't even evaluate the deformation which is always of much more concern for buried structures.
