it depends on the frequency range being considered.there is some very good work on this subject in the Bell System Tech. J. going back to the twenties...

The best and reliable way to find the empedance of any three dimensional object is to simulate them in 3D  simulators like HFSS, CST and KCC (depending on frequency of course.
