Hi everyone,

I am looking for some suggestions with a small problem I ran into with a design registration (TSSA).  I completed a design report for an NC1 valve (ASME NB-3000), which was to the 1980 Edition, Summer 80 Addenda of the ASME code.  Para NB 3531.1 states that B16.34 shall be used to determine the pressure-temperature ratings. As per the list of Dimensional Standards shown in Table NB-3132-1, the 1977 edition of B16.34 shall be used.  

The material of the pressure boundary component being analyzed in the design report is ASME SA696 Gr.B.  It is listed as a permissible material in Table I-1.0 of Section III, Division 1, Appendices.  However, when using referencing B16.34-1977, we were unable to locate a material grouping which includes SA696 Gr.B.  In lieu, we referenced B16.34-1981.  The person at the registration authority will not register the valve because we are using the 1981 edition of B16.34, versus the 1977 edition as prescribed in ASME Div.1, Sec.III, 80/S80, Table NB-3132-1.  I was hoping to dispute the fact by finding an earlier ed of B16.34 (1973) which might have included SA696 Gr.B, and saying something along the lines of:

Since SA696 Gr.B is listed in both the 1973 and 1981 editions of B16.34, by extension, the pres-temp values listed in these editions are satisfactory for analysis. But, we do not have access to the 1973 ed of B16.34 here at the office.

Ask your ANI and/or AIA of record for additional help. Very few maintain Codes that go back 30 years. However I did find an interpretation relating to SA-696 for Section III-1978 as follows::::::
Interpretation:  III-1-78-59
Subject: Section III, Division 1; Table NB-3531-8 Valve Material Specifications Appendix I

  Question: May SA-696 Material Specification be used for carbon steel bar product forms and meet the requirements of Table NB-3531-8, Valve Material Specifications?
  Reply: Note 5 of Table NB-3531-8 permits the use of materials of other product forms than those listed in the table provided the nominal compositions are the same and the specified minimum tensile and yield strengths are the same or higher for the respective grades.  SA-696 is a C-Mn-Si material.  Therefore, SA-696 Grade C may be used with the same rating tables and hydrostatic test pressures as SA-105.
