Part 112- Oil Pollution Prevention section section 112(h)Facility.......Loading/Unloading Rack-
The facility has both top loading(swivelled line and dip tube) and bottom loading station.  The tanks are all independent from each other, by three-way valving. Is the top loading portion of that station still known as a loading rack eventho the tanks are not racked?  Without identifying individuals in official position,it was stated that such station do not have to have secondary containment for the trucks loading and unloading if the tanks are not racked- or are we dealing with two different terms.
