If I have the standards listed below do I have all the guidance I need for cable sizing to meet US requirements, or are there others?

IEEE 399, IEEE 141, IEEE 242 and NFPA 70.

I don't have a copy of these yet so I want to make sure I order the correct ones.

RE: Cable Sizing Calculations/Standards

NFPA 70 (National Electrical Code) is mainly what you will need to comply with.  Unless you are doing design for an electric utility, compliance with the NEC is a legal requirement virtually everywhere in the USA (as a minimum - so localities have additional requirements and restrictions)
