Can any one tell me the austenitizing temperature range for IS 513.

Can you provide any additional information, like is it some type of steel or non-ferrous metal and application? It might provide some help.

From the Bureau of Indian Standards.
IS 513: 1994 (Reaffirmed 1998) Title: Cold-rolled low carbon steel sheets and strips (Fourth Revision).
'Scope
This standard covers the requirements of cold rolled low carbon steel sheets and strips for bending and drawing purpose and where the surface is of prime importance. It covers sheets and strips up to 4 mm thick both in coil form and cut lengths.'

Is there a grade? An earlier thread mentions a 'D' grade.

Unfortunately, only the 16MnCr5 portion was answered.

What are you trying to do?  As this is thin material & you don't want to oxidize the surface too much (or do you have vacuum or inert gas atmosphere?), maybe use the minimum temperature of about 740 oC for a very short time.
