Has anyone come against a problem called onion skin, aka kish?  This problem is a formation of a difficult to pickle scale on primary steel.  

Let me know if anyone has heard or solved this problem.

Grades - high carbon (0.50 and higher); 4130; 10B38

Hot Process - CSP caster into a 7 stand rolling mill. Approximatley 1600 finishing temp and 1190 coiling.

No processing prior to pickling; no scale breaker at pickle line either.

How good is your high pressure water blast between rolling stands?

You have patches of tight scale.  You may need to blast or break to get rid of them.

Has this changed recently?  If so you might look into the caster slag additives and the rolling lubes.
