I have a question regarding the reduction in MDMT and the corresponding reduction in design pressure without the requirement for impact testing.

On page 44 of B31.3-2004 (Note 3) it states that impact testing is not required for an MDMT below -29C IF the stress ratio does not exceed 0.3 (as defined on page 47).

I am usure how to evaluate the option for determining the Stress Ratio.

Point 1: What exactly is the "nominal pressure stress"?
Point 2: Does this simply mean you cannot exceed 30% of the pressure that the component is rated for?
