Can i use S275JR for fully or partial shell plate substituition if design temperature is 90°C?

My apologies, but I am not familiar with that grade of material.  API-653 requires that the repair material comply with API-650.  API-650 permits the use of material produced to a recognized national standard, subject to compliance with all of the requirements of API-650, Section 2.2.5.  This requires limitations of some elements in the steel, required ratios of yield to tensile strength.  In addition, the material must have adequate toughness at the design metal temperature.  The design metal temperature is the LOWEST temperature of the material, based on ambient conditions.  All of this is well covered in 2.2.9.

S275JR is a European Standard (BS EN 10025-2) structural plate. Tensile strength range for nominal thickness less 3 mm is 430 MPa to 580 MPa. For nominal thickness of 3 mm up to 100 mm, tensile strength range is 410 Mpa to 560 MPa.

The above mechanical properties does not meet the requirements for Grade 275 on Table 2-2 of API 650.

Based on what you gave above, it appears to me that you may not use that grade of materila for API tank construction or repairs.  But, another option would be to review the chemical and physical properties and possible recertify the plate to an ASTM spec that is listed in API-650.  Thats also addressed in Section 2.

I've used API579 (fitness for service)appendix F  table  F2 to recalculate yield stress and ultimate tensile stress for S275JR steel at 90°C.
The original values 275/430 Mpa became  252/414 Mpa
I hope this right

I've never heard of that approach, so I'm pretty sure that is not what API-650 would permit.  API-650 material specs are based on ambient temperature properties, not at elevated temperatures.  I do not believe that you are correct in your approach.  Would it be possibel for you to re-certify the material to ASTM A36?
