I know in solidworks you can send an assembly as an attachment and the recipient can use a viewer to open it and make measurements. what's the equivalent in pe & the viewer name.

If you want to send 3d stuff, you can download eDrawings.  They have a free publisher that sends the basic info.  You can get the pro version and it will allow them to take measurements, x-sections, mass props, and do comments.

For just basic 2d screen shots, we use Snag-IT.  It is easy and works well for capturing screens and adding markups.
