i have this doubt in designing side.

this chiller will be employed for printing press machine.
Tonnage calculated by HAP gives 3 TR load of heat removal.

what i need is...   How to select  or calculate the cooling coil.

 No.Rows, Area,and length for 3TR chiller?

After searching in my library I got a hold of a FCU brochure... with this details.
 
No of rows =
 tons x 12000 / ( u x LMTD x face area x area entountered in the counter flow of refrigerant)


where
U = overall heat transfer coefficient [Btu/(hr.sqft.F.row )]
LMTD = Log (to the base e) mean temperature difference.

 
But immediately I got it that its not applicable since its the refrigerant and water thingy neither a chilled water air.

HAP gives 3 TR, gargage in/garbage out my friend. You can't see a chiller application from a DX application (do you know what DX means?)

Hire an HVAC Engineer and he will do it for you. You seem to be doing a job for which you are not qualified. While this forum will help you sort out questions, it cannot do your work or teach you HVAC from scratch.

You can buy packaged equipment chillers in small sizes.

Are you sure it's a chiller you want?  If you need cooling water for your machine, you might look at recirculating through a closed loop or mini cooling tower if the supply temps are reasonable.  

3RT can be handled by a small air-conditioning system on the air side.

Get someone to check your calcs, call a vendor and get a recommendation.
